Mahan Air, although publicly appearing as a civilian airline, has been instrumental in aiding the IRGC-Qods Force with military logistics, including both personnel transportation and cargo shipments of weaponry and unmanned systems crucial for Iran's military aspirations. This action represents a calculated step to curtail the military influence of Iran within the region, especially after recent escalations involving attacks on commercial vessels in strategic waterways like the Strait of Hormuz. The sanctions are also a response to Iran's breach of previous agreements and are aimed at squeezing the financial networks that support IRGC's operations. Included in the designations are: Shanghai Wings International Logistics Co. in China, which operates as a general sales agent for Mahan Air; Tang Xin, an influential figure within the same organization involved in coordinating travel operations for the airline; and other logistics firms like Skiez Travels in India and Air Cargo Pro Limited in Russia. These companies not only represent Mahan Air in their respective regions but have also been pivotal in transferring sensitive electronics and potentially military equipment to Iran. Moreover, Iran’s DadeNegar Startup Studio has been implicated as a critical node in this network, allegedly exploiting its platform to support military strikes in the Middle East. By bolstering Iran’s targeting capabilities against US and allied interests, this front company underscores the pervasive nature of the IRGC's reach. As a direct consequence of these sanctions, any assets associated with the designated entities within the US or under control of US jurisdictions are effectively frozen. This measure reaffirms the US's commitment to hindering any support mechanisms through which Iran could further its controversial military agenda. This strategic sanctioning aligns with previously established directives, particularly under the framework of President Donald Trump’s National Security Presidential Memorandum 2, aiming to limit the operation and resources available to the IRGC. The coordinated effort by OFAC to single out these actors is part of a sustained campaign to increase pressure on the Iranian regime, thereby preventing further destabilization tactics executed through proxy entities, strategic technological acquisitions, and unlawful transport of militaristic resources.
