The USPS strategic overhaul introduced in 2021 aims for long-term efficiency but may unintentionally delay ballot processing for rural voters who rely on quick postal services. Paul Mitchell, a political data specialist, stresses that state law allows ballots to be counted as long as they are postmarked by Election Day. However, due to changes, local post offices in rural areas no longer perform postmarking, which is now centralized, typically in urban areas. Mitchell advises cautious rural voters to consider other options like using local drop-off sites or voting centers if they find themselves close to Election Day without having mailed their ballots. Counties like Marin have responded proactively by setting up additional ballot drop-off locations near affected postal sites to ensure election teams can retrieve them on time. Natalie Adona, Marin's Registrar, highlights that assumptions about immediate postmarking could mislead voters who rely on last-minute mailing. Drop boxes, managed by county election offices rather than the USPS, provide a reliable alternative that's regularly emptied. Cynthia Cornejo, Alameda County's interim Registrar, notes an increasing reliance on these drop boxes due to their frequent check and collection schedules as Election Day approaches. While voters might be tempted to wait until the last moment to make their decision, experts like Mitchell recommend sending ballots quickly, especially for those outside urban areas. Historical context supports this advice, with delayed ballot arrivals increasing fourfold during the 2025 Proposition 50 special election compared to the 2024 cycle. In summary, as history warns and with the Secretary of State’s office reporting a 7% early return rate, planning and early action are essential. Officials suggest mailing ballots well in advance or using local election facilities for direct drop-offs to ensure every vote is counted.
