

In a decisive move to curb rising adolescent drug misuse, Nassau County has implemented strict regulations on the sale of nitrous oxide cartridges, commonly referred to as 'whip-its.' This legislation is designed to limit the distribution of the inhalant to licensed food businesses only, in response to its rising popularity among teenagers as a recreational drug. Introduced by the Republican-led legislature and overwhelmingly passed, the new law outpaces New York State's existing ban by classifying unauthorized sales of these cartridges as a misdemeanor. Presiding Officer Howard Kopel emphasized the urgency of this action, highlighting the community's responsibility to act preemptively to safeguard young people from the severe consequences associated with misuse. The inhalation of nitrous oxide can result in significant health risks, including oxygen deprivation, nerve damage, and even death. With a reported 1,200 fatalities between 2010 and 2023 and millions engaging annually in its recreational use, local officials have underscored the importance of this legislative measure. Concurrently, Nassau County has taken measures to ban the sale of kratom across the region. Kratom, an unregulated herbal substance noted for its opioid-like effects, has received criticism for its potential health threats and lack of FDA approval. The prohibition extends throughout the county, impacting all retail outlets from gas stations to convenience stores, and imposes strict penalties on businesses that defy the ban. Both these legislative actions await endorsement from County Executive Bruce Blakeman. Legislator Rose Walker, Chairwoman of the Health & Social Services Committee, noted that while these products have legitimate applications in the culinary and medicinal spheres, their accessibility has posed significant risks to community safety. The legislations include significant penalties for non-compliance, including fines up to $1,000 and potential imprisonment.
