News - Polyanskiy: Roadmap for integrating Karabakh people into Azerbaijan’s legal framework should be developed

A systematic road map should be developed for the integration of the Karabakh people into the legal framework of Azerbaijan, with strong guarantees of their rights and security. We will actively observe these processes through the Russian peacekeeping troops. The security and rights of Nagorno-Karabakh Armenians are of key importance. First Deputy of Russia’s Permanent Representative to the UN Dmitry Polyanskiy said during the emergency session of the UN Security Council. "The framework of the current parameters of Nagorno-Karabakh settlement was defined by the official Yerevan in October 2022 and May 2023 in the summits held under the auspices of the European Union of Nagorno-Karabakh with the recognition of Nagorno-Karabakh as part of the territory of Azerbaijan. At the same time, in the statements following the results of these summits, which were also signed by Yerevan, the rights and security of the Armenian population of Karabakh was, unfortunately, simply omitted. We hope that the contacts between the representatives of Baku and Stepanakert/Khankendi will be effective and will allow us to take immediate measures to remedy the humanitarian crisis in the region and ensure sustainable livelihoods for the people of Karabakh. We will contribute to it in every possible way,” he said. Further, he said that they roceed from the fact that the package of tripartite statements at the highest level of 2020-2022, which laid the legal basis for the process of regulating Armenian-Azerbaijani relations, remains the only real basis for a stable settlement in the South Caucasus. “There is no alternative to the role of Russian peacekeeping personnel in the region. We aim to contribute to the early resumption of work on all ways of regulating Armenian-Azerbaijani relations, as provided by the agreements of the three leaders, including the development of a peace treaty, unblocking transport communications, demarcation of borders and establishment of humanitarian ties between the two neighboring nations," he said.
