News - Mirzoyan's appeal to Security Council: To create an opportunity for a UN-mandated peacekeeping force in Karabakh

The rights of the people of Nagorno-Karabakh should be adequately guaranteed and protected internationally. Armenia's Minister of Foreign Affairs Ararat Mirzoyan said at the emergency session of the UN Security Council on the issue of Nagorno Karabakh on September 21. "Some of you still continue to make common calls to the parties in your statements. This approach is no longer applicable and appropriate. There are no more parties to the conflict, there are criminals and victims. There is no more conflict; there is a real threat of crime. Is it still possible to prevent it now? We are here because we believe that it is possible, because we still have faith in humanity and international law, in the ability of the Security Council to take decisive steps in case of endangering the lives of thousands of people," he said. Mirzoyan made a call consisting of several security points: – Condemn the resumption of hostilities and the targeting of civilian settlements, – Demand full implementation of obligations arising from norms of international law, – Immediately deploy a UN interdepartmental mission in Nagorno-Karabakh, the purpose of which will be to monitor and assess the human rights and humanitarian situation, – Ensure unhindered access to Nagorno-Karabakh for UN agencies and international organizations, – Ensure full cooperation of the parties with the International Committee of the Red Cross, including the search and return of the bodies of the dead, the search for the missing, the return of prisoners of war, and the unhindered delivery of humanitarian aid, – Ensure the return of persons displaced during the recent aggression, as well as the return of those displaced as a result of the 2020 war to their homes in Nagorno-Karabakh and neighboring regions under the supervision of relevant UN operations, as planned by the November 9 announcement, – Demand to immediately restore the free movement of people, goods and vehicles through the Lachin corridor, – To ensure an effective dialogue mechanism between the representatives of Nagorno-Karabakh and official Baku, – Demand that the Azerbaijani military and law enforcement agencies withdraw from civilian areas to prevent provocation and tension until the negotiations are concluded, – Exclude punitive actions against NK political and military personnel, – Create an opportunity for a UN-mandated peacekeeping force in Nagorno-Karabakh to maintain security and peace in Nagorno-Karabakh, At the end of his address, Ararat Mirzoyan congratulated the Armenian people on the occasion of the Independence Day of Armenia and concluded his speech at the UN Security Council in Armenian.
