The European Council Supports Armenia in Drafting Intelligence Legislation

by Lilit Feb. 18, 2026

The European Council has pledged its support to Armenia in drafting a new law concerning operational intelligence activities. During a recent meeting focused on continuing assistance for Armenia's adherence to European Court of Human Rights' (ECHR) judgments, Deputy Minister of Internal Affairs Armen Mkrtchyan expressed heartfelt appreciation for the Council's support. This collaboration highlights the Council's influential role in bolstering Armenia’s institutional capacity and implementing reform measures. Armen Mkrtchyan noted that the Council's support has been instrumental in helping Armenia align with international human rights standards and improve its operational framework. The Deputy Minister specifically referenced the ongoing assistance provided in enhancing legal institutional structures and the execution of ECHR judgments, which are pivotal in strengthening Armenia’s justice system. The new law on operational intelligence activities is seen as a critical component of Armenia's reform agenda. The Deputy Minister emphasized that crafting legislation that meets international expectations would not be possible without the Council's guidance. This development signals Armenia's commitment to upholding human rights and enhancing protection mechanisms, reflecting broader efforts to integrate more comprehensively with European legal standards. The meeting underscored the necessity of continued international collaboration to ensure compliance with ECHR decisions while advancing domestic legal reforms. It reflects Armenia's proactive approach to international cooperation in enhancing legal practices and governance. Overall, this initiative by the European Council and Armenia marks a significant step toward strengthening Armenia's legal infrastructure and ensuring justice system effectiveness aligned with global human rights principles.
