The Armenian government has proposed an amendment to its Land Code that seeks to alter the way state and community-owned lands are utilized. The draft, presented by Deputy Minister Asatur Vardanyan, suggests that these lands be used without ownership rights, opting instead for rights of gratuitous use. This change aims to replace existing ownership rights outlined in Article 64.1.2 of the Land Code. Presently, land use is designated primarily for the Armenian Apostolic Church, facilitating the development and maintenance of ecclesiastical structures. The National Assembly's committee has reviewed and approved the proposal, which now awaits further legislative scrutiny. The proposed amendment is designed to streamline land usage, ensuring that both state and community interests are optimally served without transferring full ownership rights. Advocates see it as a move to enhance flexibility in land management, while maintaining the state's strategic oversight. This initiative forms part of broader regulatory reforms aimed at modernizing Armenia's land administration framework.
