This was reported by the Anadolu Agency. They discussed Gaza, the Russian-Ukrainian settlement process, the situation in Sudan, as well as issues related to Armenian-Turkish relations: 'In light of the recent positive developments in the peace process between Azerbaijan and Armenia, the Turkish Security Council considered the possibilities of cooperation at bilateral and regional levels, and it was affirmed that the Turkish side remains committed to peace and stability in the South Caucasus,' the official communiqué reads. From the wording quoted, it appears that the Turkish Security Council discussed the possibility of bilateral and regional cooperation with Armenia, but this was considered in the context of the recently positive developments in the Armenian-Azerbaijani peace process. On the same day, as has become known from a post on the social X platform of the Azerbaijani embassy in Ankara, Aliyev’s special envoy Khalapov was in the Turkish capital. He has long served as Azerbaijan’s deputy foreign minister. According to the embassy in Ankara, on November 26 Khalapov was received by Turkey’s deputy foreign minister Be ris Ekinci. They discussed the current state of the Turkish-Azerbaijani strategic partnership, regional processes and the further strengthening of bilateral relations. Was it a coincidence that Aliyev’s special envoy was dispatched to Ankara on the day of the Turkish Security Council meeting, when the possibility of bilateral cooperation with Armenia was discussed and the recent positive developments in the Armenian-Azerbaijani settlement were highlighted? It is notable that Aliyev’s special envoy was only received by the deputy foreign minister, while the Azerbaijani MFA or the presidential administration did not release information about Khalapov’s visit to Ankara. Undoubtedly, it cannot be excluded that Khalapov was sent to Turkey on such a delicate mission about which the sides preferred to disseminate information via a post on the Azerbaijani embassy in Ankara’s social media. Perhaps Khalapov met with higher-ranking Turkish officials, including those in the presidential administration. If so, one should assume that Erdoğan’s adversary sought to prevent any practical step by Ankara toward Armenian-Turkish reconciliation.
