The program’s objective is to deepen investigators’ knowledge of international criminal law and procedure, help translate that knowledge into effective investigative strategies and practical approaches, create a platform for mutual exchange of experience and peer learning, and assist Armenia in developing institutional approaches and tools that meet international standards and local context. Within the framework of the training program, special attention was paid to standards of evidence in international crime cases, attribution of responsibility and forms of accountability, witness protection, and practical cooperation with international bodies, specifically the International Criminal Court (ICC) and Eurojust. The program enables investigators to apply the skills learned directly in their current work, to work practically with mentors in their own working environment, and to build institutional memory through teamwork and practical tasks. On the concluding day of the training, November 13, the Chairman of the RA Investigative Committee, Artur Poghosyan, received the Ambassador of the Kingdom of the Netherlands to Armenia, Marieke Monroy-Vintherin. Mr. Poghosyan expressed gratitude to Ambassador Monroy-Vintherin, and to experts Ignacio Tredici and Gurgen Petrosyan for the support of the Embassy of the Kingdom of the Netherlands and for implementing the program focused on enhancing investigators’ professional competencies under the initiative of the public organization Union for the Rule of Law in Europe. The ambassador, in turn, expressed thanks to the Chairman for the efficient cooperation and readiness to continue the initiative. During the meeting, the parties discussed Armenia’s essential commitments under the Rome Statute, particularly for investigators on the frontline of investigating international crimes. Because of these commitments and the principle of complementarity, Armenian investigative bodies now have a unique position to conduct investigations into offenses that may be subject to international legal assessment. The Chairman of the Investigative Committee and the Netherlands Ambassador handed certificates to the investigators who completed training within the program. It should be noted that the event is being carried out with the financial support of the Embassy of the Kingdom of the Netherlands in Armenia within the framework of the program to assist the Armenian government in the ratification process of the Rome Statute.
