

Without the existence of that strategic framework, enormous resources are being invested into the structural changes of the academic science system, without a clear understanding of how this will serve the Republic of Armenia. In particular, the recently published 2026–2030 Science and Technology Priorities project [8] shows what neglecting the HEVM strategic framework—one that stems from state needs—leads to. The project is based solely on analysis of international trends. This is all the more troubling, given that these priorities will be funded by money collected from Armenian taxpayers.
