

Based on a report received from the Republic of Armenia Police under the Ministry of Internal Affairs, in a criminal proceeding initiated by the Republic of Armenia Anti-Corruption Committee it has been established that the person who held the position of director of Gyumri Winter Sports Children's and Youth School violated the prohibition set forth in the contract signed with the Gyumri Municipality on handing over property for use to a third party. He allowed his father—the coach at the school—to occupy almost half of the administrative building provided to the school free of charge, an area of 109.23 square meters, and from June 2024 to September 2025 to lease it as housing to citizens of the Republic of India, while the rent received was not entered into the school’s budget. As a result, the school’s staff and students were deprived of the opportunity to use the seized portion of the building for its designated purpose. During the pre-trial investigation it was also established that the same official on September 30, 2024 appointed one of the school’s athletes to the position of coach-instructor, but from October 2024 to May 2025 he did not perform coaching duties, while in that period a total salary of 310,660 Armenian drams was calculated and transferred in his name. For abusing official powers, seizing the property entrusted to him through abuse of power, and also for committing official falsification in concert as part of a group by prior agreement, the director of the school has been charged under Article 441, Part 1; Article 256, Part 2, Paragraph 2; and Article 445, Part 2 of the Armenian Criminal Code. The total damage caused to the state in the amount of 1,210,660 Armenian drams has been fully recovered during the pre-trial investigation. The criminal proceedings have been completed. The materials of the case have been submitted to the supervising prosecutor with a request to approve the indictment and forward it to the court, as stated in the press release issued by the Anti-Corruption Committee.
