Sadly the Puritan moralism of America comes down more harshly on opiod addicts than the Sackler Family the profited handsomely from the addiction for years. Part of the Sackler and other big company settlements goes toward Narcan, but like with the smoking settlements, a lot gets diverted to uses that are not treatment/prevention services. It blocks the body's response that creates the high. Junkies often hate it if their life is not in danger because it ruins their high. It's like the modestly common science fiction's "sober-up" pill, except it works for narcotics, not alcohol. There's no way you could get high off of it. Could be yoinked for resale, I suppose, although that doesn't make a lot of sense. Then again, sense doesn't necessarily enter the picture.
