The main obstacle that Azerbaijan refuses to sign a peace treaty with Armenia before the COP29—UN Climate Change Conference to be held in the Azerbaijani capital of Baku in November—is the will. Armenian National Assembly (NA) speaker Alen Simonyan stated this while speaking with reporters at the NA Tuesday.
