Regionalization policy is never anti-Western, and Armenia’s Western policy is never anti-regionalization; they are balanced. Secretary of the Security Council of Armenia, Armen Grigoryan, stated this during the panel discussion at the Second Global Armenian Summit Wednesday. "When we say ‘balancing,’ it also means work with our partners in the region, it means work with our extra-regional partners, it means working both with the West and with distant Asian countries: China, Japan, South Korea, etc. There is a belief in the public discourse of Armenia that the protection of our democracy is possible in the context of relations with the West. But I want to remind that Armenia went through the revolution of 2018 and the very difficult political processes of 2021 in the most difficult geopolitical environment. Armenia's democracy had success because the people of Armenia wanted to live democratically. Nobody will decide our democracy from outside; it will be only by our decision. I consider it is very wrong to link our democracy with the external environment. As soon as we link it with the external environment, we will have a big failure," said Grigoryan. "What was our failure? The mechanism of the primary security system was this: in case of security threat, call Moscow! There is no other option or mechanism. This is not the case now; we [i.e. Armenia] are the ones who decide to make decisions first," explained the Secretary of the Security Council of Armenia.
