An attempt is made to show that the statement of November 9, 2020 is about ensuring the link between Azerbaijan and Nakhichevan, while the 9th point begins like this: "All economic and transport links in the region shall be unblocked." Armenian Prime Minister Nikol Pashinyan stated this in his address at the Yerevan Dialogue 2024 international forum Tuesday. "The link between Azerbaijan and Nakhichevan is a sub-content clause of the 9th point, while the main content is about unblocking all links in the region. Point 7 of the statement says that internally displaced persons and refugees shall return to the territory of Nagorno-Karabakh and adjacent regions under the control of the Agency of the UN High Commissioner for Refugees. As you can see, after signing that document, not only the Armenian refugees who left Nagorno-Karabakh and adjacent regions did not return, but as a result of the events that happened exactly one year ago, Nagorno-Karabakh has been completely de-Armenianized due to ethnic cleansing [by Azerbaijan]," said the Armenian PM. Pashinyan reminded that point 8 of the aforesaid statement is about to the return of all prisoners of war, hostages and other detained persons, as well as the corpses of deceased persons. "Until now, there are Armenian captives, hostages, and other detained persons in Azerbaijan, and they have not been returned. Unfortunately, no partner has any grounds to accuse Armenia of not implementing any provision of the November 9 statement. As you can see, Armenia has grounds to say that our other partners of the tripartite statement [i.e. Azerbaijan and Russia] have not fulfilled their obligations," the Armenian premier emphasized.
