There is a constitutional reforms’ draft concept approved by the Professional Committee on Constitutional Reform. This was informed to Sputnik Armenia by the Ministry of Justice—and in response to a written request. The ministry did not specify which provisions of Armenia’s constitution the aforesaid committee had discussed to amend, but it noted that the approved draft "contains provisions that refer to the form of state governance, the scope of the president's powers, eliminating the separation of Chapters 2 and 3 of the Constitution, and social, enshrining basic economic and cultural rights in the chapter of fundamental human rights, the possibility of creating state—and, especially, autonomous—bodies by the Constitution and their status, the censors of citizenship and residence nominated for a number of positions, the possibility of delegating the powers of state bodies to subjects of private law by the Constitution." It is noted that this concept envisages as well hardening the procedure for making amendments to the constitution and other regulations, which have already been approved by the Constitutional Reform Council. Prime Minister Nikol Pashinyan announced on January 19 that Armenia needs a new constitution. And on February 1, he said on Public Radio that it is indispensable to regulate relations with the country’s declaration of independence.
