Our impression is that Azerbaijan does not show any interest in ensuring border stability and security; and its reasons are numerous. Prime Minister Nikol Pashinyan stated this at Thursday’s Cabinet meeting of the government of Armenia. "For example, back in 2022, an agreement was reached that border security issues should also be included in the mandate of the [Armenian and Azerbaijani] commissions on border delimitation issues. According to the agreement, Armenia established a commission on delimitation and border security of the state border between Armenia and Azerbaijan, assuming that the commissions will work also on issues related to border security. But Azerbaijan, contrary to the agreement, called the commission created by it the ‘state commission for the delimitation of the state border between Azerbaijan and Armenia,’ omitting the security component. These and several other circumstances give grounds for concluding that Azerbaijan continues to conduct the policy of ‘give me what I want through negotiation. Otherwise, I will take it with war,’" Pashinyan stated.
