The Ministry of Foreign Affairs (MFA) of Azerbaijan has reacted angrily to the statements by James O’Brien, Assistant Secretary at the Bureau of European and Eurasian Affairs of the US Department of State, and accused Washington of virtually all the sins of mortals. The Azerbaijan MFA called the aforementioned American official's statements—that were made during the hearing dedicated to Nagorno-Karabakh at the House of Representatives of the US Congress—"one-sided and biased," as well as "counterproductive, baseless, and unacceptable," and a blow to Azerbaijani-American relations. Also, the Azerbaijan MFA accused O'Brien personally and American diplomacy in general of "ignoring the main issue that led to Azerbaijan's actions [i.e. the September 19-20 military aggression against Nagorno-Karabakh]". Azerbaijan MFA called James O'Brien's comment on the question of temporarily suspending the application of the Section 907 amendment a "repetition of the mistake" made in 1992 in the case of Azerbaijan.
