Russian President Vladimir Putin has arrived in Kyrgyzstan's capital Bishkek on an official visit to participate in Friday’s summit of the Council of Heads of State of the Commonwealth of Independent States (CIS) countries. Yuri Ushakov, the Russian presidential aide on foreign policy, had announced Wednesday that Putin will meet with the president of Azerbaijan, Ilham Aliyev, in Bishkek Thursday. They will discuss the situation regarding Nagorno-Karabakh and the Russian peacekeepers there, including the chances of their future use in the context of ensuring the possible return of Karabakh Armenians to their homes. To note, Armenian Prime Minister Nikol Pashinyan said he will not attend the aforesaid summit of CIS leaders, citing certain circumstances.
