Newspaper: Silent conflict between Armenia, Karabakh authorities to lead to ‘explosion?’

by Lilit Oct. 12, 2023

Hraparak daily of the Republic of Armenia (RA) writes: The silent conflict between the authorities of Armenia and the exiled authorities of Artsakh [(Nagorno-Karabakh)] may lead to an explosion on the grounds of non-payment of salaries. Let us remind that after our publications about the consultation held by AR [(Artsakh Republic)] President Samvel Shahramanyan, [Armenia’s PM Nikol] Pashinyan decided to punish the people of Artsakh and not pay the salaries of the employees of the state apparatus, although it was decided that they would receive [them] by January 1. It's been a few days now [that] the official mass media and fakes have started a campaign against the Artsakh authorities that they robbed the budget, there is no money, that's why the people of Artsakh are not getting paid. This attack was so powerful that yesterday the Artsakh Information Center announced that there is still a balance of 3.1 billion drams in the state budget of Artsakh, which is frozen. The RA government has frozen [it]. The [aforesaid] center presented a detailed report on the expenditure of around 463 million drams from the budget after the last military operations. And AR officials have publicly announced that although the government approves the AR budget, transfers are made on a monthly basis. It turns out that the September budget was transferred and then frozen. And according to the calculation of our source of the AR government, the monthly payroll is 4-4.1 billion drams.
