NuScale Power: Regulatory Approval Amidst Hurdles

by Lilit Oct. 25, 2026

NuScale Power is distinctive in the nuclear industry as the only provider of small modular reactors (SMR) approved by the U.S. Nuclear Regulatory Commission (NRC). Despite this significant advantage, NuScale is struggling to turn its technical achievements into commercial success due to a lack of binding power purchase agreements. Although partners such as ENTRA1 Energy and a tentative understanding with the Tennessee Valley Authority suggest potential, no agreements have turned into firm commitments. The Romanian RoPower project remains a critical but unrealized opportunity, with ongoing efforts to meet project conditions. This underscores the urgent need for NuScale to finalize commercial agreements to maintain its relevance in the nuclear sector. A clear example of these challenges was reflected in its recent financial performance. In the second quarter, the company reported only $75,000 in revenue, falling far short of the market consensus expectation of nearly $9 million. At the same time, losses increased from $37.6 million to $50.1 million. On the positive side, NuScale has robust cash reserves of nearly $2 billion and maintains a debt-free status, which provides a cushion amid ongoing financial difficulties. However, there are additional complications with legal issues. The company is facing a class action lawsuit accusing it of misleading investors about its partnership capabilities with ENTRA1. Further complicating their situation, several shareholder rights firms are investigating potential securities fraud, though NuScale firmly denies these allegations. These legal challenges could harm NuScale's reputation, presenting a significant barrier to securing essential nuclear deals. Therefore, despite the NRC's design approval being a crucial asset, it cannot fully counteract the various obstacles NuScale is encountering. Ultimately, although NuScale's stock price is below $6, the outlook remains uncertain. Investors are advised to exercise caution and possibly wait until the company resolves its legal issues and establishes a stable revenue stream to ensure sustainable growth and investment security.
