Criticism Regarding Unfulfilled Promises in Earthquake Recovery Efforts

Opposition lawmakers in Armenia have raised concerns about the government's handling of earthquake recovery efforts in Gyumri, where many residents still suffer from the tremors' aftermath despite large loans reportedly obtained for reconstruction. Mesrop Manukyan, an MP from the opposition, criticized the government during a recent parliamentary commission meeting for its failure to construct any new buildings in the region affected by the 1988 earthquake. According to Manukyan, despite the government acquiring an $8 billion loan, no substantial progress has been made in addressing the needs of the disaster-struck areas. The MP highlighted that this critical omission is exacerbated by the government's new development plan for 2026-2031, which does not adequately prioritize the recovery projects necessary for the Gyumri region, particularly Shirak. He pointed out the absence of sustainable solutions and a comprehensive strategy to manage and improve the lives of those still living in precarious conditions due to the earthquake. Meanwhile, MP Irina Yolyan pointed out mismanagement and the widespread wastage of resources, noting an urgent need for more effective allocation towards social service infrastructure. According to Yolyan, proper management could fill significant resource gaps, fostering a better quality of life for the affected populations. The criticism comes amid broader calls for transparency and efficiency in government-led initiatives involving financial resources meant for vital societal improvements. The lawmakers urged the need for a reassessment of current plans and policies to ensure a focus on enhancing the living standards in socially vulnerable and disaster-impacted regions. The debate around the subject underscores the complex challenges faced in rebuilding efforts and how they reflect larger governance and development issues.
