Allegations have surfaced that the official, known as Shah, engaged in manipulative practices to direct a $10 million contract to Mechanical Orchard, a company associated with a personal friend, Roque Versace. The audit report suggests Shah's actions created a troubling appearance of a 'pay-to-play' system, potentially undermining public trust in governmental integrity and procurement procedures. The audit outlines that Shah failed to disclose her friendship with Versace in writing, even though it was known within certain social circles, as Versace attended her birthday party in 2019. Additionally, Shah's alleged influence extended to securing employment for her niece at Ratio PBC, a subcontractor of Mechanical Orchard, reinforcing suspicions of favoritism and manipulation. The complaint, initially filed by a whistleblower to the City’s Ethics Commission, led to an inquiry conducted over several months. As details from this investigation emerged, the San Francisco Standard published a critical article on September 25, 2025. Due to mounting pressure and revelations, Shah resigned from her position on November 21, 2025. Critically, the audit suggests Shah bypassed the competitive bidding process, directly awarding Mechanical Orchard a $65,000 task to conduct a 'discovery project.' She allegedly manipulated internal scoring and added unfounded costs to other competitors to elevate Mechanical Orchard's standing, making it a more appealing choice unjustifiably. As a result, Mechanical Orchard withdrew its interest in the contract after the allegations against Shah became public. In response, the San Francisco Treasurer's and Tax Collector's Office has been forced to cancel the existing request for proposal and initiate a new review and proposal process. In her defense, Shah maintains her innocence, reportedly stating she had no obligation to disclose personal relationships as they supposedly did not influence her professional duties. Her legal representative, Fred Norton, asserts that Shah did not engage in any behavior that would violate city laws or ethics principles.
